What is everyone doing for collection of fees for Work release/ home monitoring fees. Right now we have been collecting all of the fees up front from these inmates. And we have been running into the issue where some people just cannot afford it all up front and wondering what other counties are doing for payments or payment plans.

Wright County is collecting a week at a time. We collect every Sunday. $28.00/day for GPS and Pay For Stay. Blue Earth Co. work release requires one week up front and then weekly payments from there on out. If they fail to pay for a week, they do not get out until payment is received. This way they don't get behind on payments or get free days out of custody.
EHM they have to pay hook up fee and two weeks up front and then stay current with the company's payment policy.

We do not do home monitoring here but we do our work release payments the same as Wright County. All payments are due every Friday for the following week.

We always try to collect fees up front as well. If they haven't made any payments on their outstanding jail bill, have a very short amount of time to serve where payments aren't practical, or have a history of previous work release issues we do make them pay up front for everything. If they are here for quite a while and come up, and follow through, with a payment plan to have it paid by the time they leave we do allow payments. Or if it's a hardship case then we may make adjustments but that is rare. As far as home monitoring fees, we have had a grant available for DUI cases only and only if they qualify for a public defender where some of their initial cost is covered by the grant. In Carver County we collect fees every two weeks. $20 per day, so $280 at intake and then $280 every two weeks thereafter during their jail sentence. Up until their fees are paid in full. This way prior to their release, we have collected all fees owed.

County inmates at Tri-County Community Corrections in Crookston, MN (Polk County) are expected to pay 25% of their gross paychecks. They turn in their paystubs within 3 days of being paid, we write the 25% calculation on it, give them and copy and then they use an ATM to withdraw cash to put into their turnkey account where we will charge them the fee. 2 weeks prior to their release date we have to estimate a payment for them as they will typically not receive a last paycheck while being in custody so we take the hours that they work while incarcerated since the end of their last pay period, calculate that by their hourly wage and charge them 25% of that total. We give them until the end of their second to last week to pay it and if they don't - they receive a violation where they could potentially lose good time which pushes out their release date.

Le Sueur County collects 1 week at the time they report (plus booking and UA fees) then ask that stay paid a week ahead. All fees are collected prior to release date. Our Huber policy reads that if for some reason they get kicked off Huber by the jail, that any fees they have paid is not refundable. For that reason, we typically don't advise paying for more than 2 weeks at a time. If we accept an out of county inmate because their work is closer to our jail than their sentencing county, we require 100% of their huber fees at the time they report.

Otter Tail County takes $20/day for pay for stay for work release fees. We need at least one week's payment in advance every week to continue to do Work Release. If they are on work release for another county that has a jail, then we charge $60/day and that has to be paid in full.

Kanabec County collects $20/day for the following week. At booking they have to pay all booking fees, a partial week, and the next full week. Inmates charged in another county but live or work in Kanabec are $35/day and those from outside of our county and choose to do their time here are $55/day to be paid in full prior to booking in. No EHM or GPS is done here.

for Crow Wing we collect for the first week when they report in and then take fees each week on Mondays. If they don't pay, they don't go out.

In Hubbard they have to pay work release two weeks in advance or they don't go out. As for EHM we just complete a referral and have Midwest Monitoring do the rest. The jail doesn't collect anything for EHM other than our "admin" fee. Midwest sends us a check for that.

Here in McLeod County we charge them every Friday for the following week same rule applies to monitoring, they must be paid one week in advance. So far it has been working well.

Benton Co we collect Huber only $15 per working day due every (7) Working Days, total $105.00 weekly then. We do not collect for Home Monitoring, I think probation collects this.
If Huber does not have FUNDS to pay Huber fees he or she does NOT attend work. Financial responsible is part of the privilege. (No GPS tracking)

Chisago County does the same as McLeod. I make them pay a week in advance.
