Do any of the jails allow tarot cards? We have a gentleman that is going to be checking in. The practice tools that he uses is Wicca, he said he is a Dark Witch who uses Black Magic to rebalance the light. His concern is that he practice everyday and needs his tarot cards to do so. Any information would be greatly appreciated.

McLeod and Sherburne County do not allow them.
Cass and Hubbard County - Before you say "NO" I would check with Rick Hodsden with the MSA. This is checking all the boxes for a RLUIPA violation that could turn into a very costly lawsuit. If it were me I would consider this the same as if an inmate was wanting to buy a book online. I would tell him that he would have to order them directly from a manufacturer (or amazon) to be delivered to him at your jail and they become part of your library (if you chose) upon his release.
St Louis County Chaplain - Casual tarot usage can be seen as divination or fortune-telling and can be equated with why we don’t allow runes. The specific situation below is a different situation as he is an avid practitioner. If the decision were up to me I’d let him have the cards with the requirement that he never do a reading for anyone else. That could get into a weird emotional situation wherein he could end up manipulating everyone around him. Make sense? And he could get people to pay him whatever he wants for readings and use it as a currency, so… it’s tricky.
