In Otter Tail County we have our STS program participants as inmates only. Due to our low population there have been times we have not had a crew or maybe a crew of one. Probation handles community service work within their department, but due to high numbers of people under supervision, the community service hours are the lowest priority within their scope.
We are looking at mending the two together, utilizing our STS crewleaders to help facilitate people getting their community service hours for individuals who are not incarcerated. This is the last ditch effort to keep our STS program viable. I'm wondering if any other counties are doing this or have been doing this? Is there a waiver you have the community service people sign for liability reasons? Any information good or bad will help in an attempt to keep our STS program going.
